Operational engagement is the purpose of the armed forces. It is the perspective of combat that underpins military singularities: firstly, an organic specificity, which aims to make the army a uniform, hierarchical and diversified organisation in order to be able to operate autonomously in a chaotic context; secondly, a moral specificity, which is due to the demand deeply felt by the soldier, who holds the responsibility for inflicting destruction and death, to frame his actions by a demanding ethic; finally, a specific military state, governed by the general status of the military, a regime clearly distinct and different from other workers.
The operational commitment of the army is intense and difficult. Intense, because we are facing a conflictuality that is unfolding in all areas and across the entire spectrum of threats: hybrid threats, conventional threats, for which there is a resumption of activity within the NATO framework, terrorist threats that are being fought at their roots, and finally irregular threats. This operational engagement is difficult because it requires uncompromising preparation, and it requires being prepared, as an army and as a nation, to pay the price of blood.

In 2018, our operational commitment will not waver, and we will continue to adapt our arrangements to meet evolving threats, both external and domestic. Beyond operations, we are entering a challenging period of continuity and transition. Indeed, we have a historic responsibility to prepare for the entry into the 2019-2025 Military Programming Act by demonstrating agility, exigency and innovation. After years of decline and deconstruction, it will set the stage for the army's recovery. Built around soldiers and their environment, it should enable them to be armed and protected more effectively through accelerated modernization.

It is therefore with sincere ambition for our Army and for each and every one of you that I wish you all the best for 2018.
