Dear friends of the Army,

For more than 20 years, our army has been heavily engaged in difficult operations where it has acquired undeniable experience. But our current adversaries do not put us in real difficulty. However, the situation is changing and our geopolitical environment is seeing the assertion of regional or global powers. In a world of permanent competition where contestation can quickly turn into confrontation, relearning the grammar of power relations is no longer an option. We must be able to deter and defeat an adversary who, like us, has an intention and the firm will to carry it out. In the wars of tomorrow, leaders at all levels will therefore have a decisive role to play.

That is why the Army is particularly committed to their training. But there is still progress to be made. If the "operational technique" is known - the knowledge of schemes and procedures - the tactical mastery, which is the most difficult, is still perfectible. Our leaders lack the ability to "put themselves in the head" of the enemy and imagine his manoeuvre. An essay is successful when the subject is well defined and well analyzed. The same is true of any military manoeuvre. It is well thought out and successful when it is based on the most accurate and precise description of the enemy and the environment. This is the basis of tactical thinking and training. The Command Doctrine and Education Centre (CDEC), the crucible of military thought, has made this its priority.

As our leaders prepare their units for future conflicts, they must also look to the future. This is another mission of the CDEC, which is currently drafting the new Land Forces employment concept. This document, which is essential for adapting the "strategic land offer" to the challenges of today and tomorrow, will be released next summer. It will structure all the doctrinal and prospective thinking of the Army and will guide the chiefs in their operational preparation for high intensity.
