Defence Space Sector Fact-Finding MissionPublished on 28/01/2019

National Assembly
MM. OLIVIER BECHT ET STÉPHANE TROMPILLE, Députés

Space assets have become the backbone of many technological systems and are therefore essential infrastructures for the smooth functioning of many activities in our society. This is demonstrated by the place taken by GPS, without which financial transactions would no longer be synchronized, by the oriented transport and by many guided weapons. Indeed, armies cannot escape this growing dependence on space assets.

ENTHUSIASM... WHAT?

Enthusiasm is a fundamental mobilizing quality in the exercise of authority. It allows the leader to mobilize his subordinates. It aims to provoke a collective impetus, a craze for the mission to be accomplished, whatever the difficulties encountered. Enthusiasm is to be linked to the convictions and generosity of the chief, it is the symbol of his faith in an ideal. It should not be confused with candour or a form of unreasonable optimism or passion.

HUMILITY... WHAT?

Humility is a fundamental virtue of the military profession and especially of leadership. It contributes to discernment and thus encourages us to approach the complexity of the profession of arms without arrogance or pride. It implies a permanent taking into account of the data of reality. Humility leads to detachment from public recognition, which should not be confused with indifference. In no way does it cancel out the joy of collective and individual success. Rather, this quality is a form of restraint, a mark of respect that avoids lying to oneself and deluding others. It should lead the leader to seek the success of the group rather than his own. Humility must thus make it possible to distinguish between order and reason, between personal interest and that of the community, and finally to judge if necessary between the reason of the State and the reason of humanity.

FIRMNESS... WHAT?

A moral quality, firmness is the expression of authority without excessive pressure but without hesitation either. It requires knowing where one stands and maintaining a high awareness of the mission as well as of the common good. It is a manifestation of the military leader's solidity and courage. While a leader can be expected to be benevolent, he must also be rigorous and tenacious. Paradoxically, he will receive a share of the consideration of his subordinates, who actually expect him to make decisions and encourage them to take action despite the difficulties. Firmness is exercised in many areas: decision making, execution of orders, maintaining discipline, judgment, etc..

THE HEIGHT OF VIEW... WHAT?

The height of view can be defined as the quality that allows the leader to consider a situation in its entirety and to dominate a problem. It goes beyond the simple fact of taking a step back and distance or even detachment from an event. If hindsight makes it possible to better analyze a situation, it is indeed the height of vision that allows the leader to respond in an adapted way beyond the simple level of reaction. The height of vision requires a solid culture, combined with practical intelligence and a sense of the concrete.

It implies a good understanding of the issues at stake in the situation, the objectives of the higher echelon and the ability to project oneself into the future.

DISCERNMENT... WHAT?

Discernment can be defined as a disposition of mind to appreciate things according to their nature and their true value, to judge with common sense and clarity. To act with discernment requires reflection, circumspection and prudence. The virtue of prudence here is not antithetical to the acceptance of risk. It must be understood in the Aristotelian sense of the term as: "the sense of adapting means to ends to be achieved". This prudence is therefore meaningful only if it leads to a decision and an action. Thus, far from the common understanding of the precautionary principle, prudence is the source of effective action by the military leader. Discernment therefore preserves from confusion and calls upon the military leader's judgment capacities. It can be acquired through experience and should be developed prior to action. Discernment is forged through personal work, reading, reflection and general culture. It allows one to decide alone in the urgency of operational situations.

A SENSE OF DUTY... WHAT?

More than a quality, a sense of duty is a spring that drives the leader to fulfil the obligations attached to his or her state and status, especially in unusual or difficult circumstances. Sense of duty can be defined as a conscientious imperative that drives the leader to command and act to fulfill the mission or achieve the objective. It is not a function of the degree of authority or level of responsibility exercised, but is linked to the leader's commitment to serve and act in accordance with a code, regulations and a command ethic.

In a society marked by a strong tendency to relativism and a disruption of benchmarks, a sense of duty helps to establish the authority of the leader.

WILL... WHAT?

Will can be defined as the mental disposition that enables an intention to be translated into action and to ensure its realization. It is characterized by firmness and constancy, both in decision and execution. It requires a clear perception of the goals to be achieved.

To achieve the defined goal, it may require courage and perseverance, depending on the circumstances. The will of the leader inspires the confidence of his subordinates, while avoiding the dispersion of energies. Finally, it allows the leader to continue to assume his responsibilities in the face of adversity. It is indispensable, when circumstances require it, to surpass oneself and to revive the action of subordinates.

EXEMPLARITY... WHAT?

Exemplarity is the quality that leads the leader to adopt the behaviour he expects from his subordinates and which must inspire them in return. Exemplarity is an essential condition for the exercise of authority, and it leads to adherence to and ownership of the values put forward by the leader,It is a particularly demanding notion involving the permanent exposure of the chief to the judgment of his subordinates, in a direct relationship, without make-up or artifice. It is expressed concretely through simple, seemingly obvious things: physical commitment, technical competence, a dignified behaviour in and out of service; but it is also to be sought in an authentic way in moral rigour, a frank and balanced relationship with his subordinates, courage and lucidity in combat.
